This ornament and its box are clearly dated 1995, which makes it A VERY RARE LOW PRODUCTION ornament.
The regular issue ornament is dated and was issued in 1996.
Only a very small number of the dated 1995 ornaments were produced before the 1995 production was abandoned.
In 1996 when issues were resolved, the ornament was redated and produced in mass.
